execute store output inconsistency

      I am executing the following command every tick from a datapack
      execute as @a store result score @s TEST run clear @s minecraft:potion 0
      the expected behaviour of the score is to go to 0 whenever i drop the potions from my inventory, with the exception that it also checks for the "cursor slot" so if you happen to move said item through your inventory with your cursor it also outputs a 1 in the meantime
      all good until you switch your gamemode to creative. then moving said object with your mouse no longer detects it as if it were into your inventory, outputting a 0
      this could be intended, and sorry if it is so. but the inconsistency seems like a bug to me
