The Bug:

Upper halves of tall grass can generate without their lower halves when intersecting village structures and paths.

Here is an example:

Seed: -4534856491544025661
Coordinates: /execute in minecraft:overworld run tp @s 7817.58 66.94 45356.40 292.42 3.05

Please note that you may need to fly to the given coordinates in order to reproduce this behavior.

Steps to Reproduce:

1. Generate a world with the seed provided above and teleport to the given coordinates.
2. Look closely at the tall grass.
3. Take note as to whether or not upper halves of tall grass can generate without their lower halves when intersecting village structures and paths.

Observed Behavior:

Upper halves of tall grass can generate without their lower halves.

Expected Behavior:

Upper halves of tall grass would not be able to generate without their lower halves.
