The Bug:

Ocean Ruins structure was observed to generate in-land. Also, those structures generated in a large cluster very close to each other.

Steps to Reproduce:

• Open 21w41a snapshot.
• Load Seed -6211492367284519984
• The structure is on the spawn island (around 6, 69, -190), the cluster is around the spawn island.

Observed Behavior:

Structure generates on dry land, many structures are very close to each other

Expected Behavior:

Structure expected to be fully submerged, also rare and spread.
