The Bug:

The "minecraft:item.book.page_turn" sound cannot be heard by other players when switching between pages in books held in the hand.

If players were to switch between pages in books that were placed on lecterns, all players would be able to hear the minecraft:item.book.page_turn sound.

Steps to Reproduce:

1. Get two players and label them "Player A" and "Player B".
2. Get "Player A" to stand still and have "Player B" stand in front of them.
3. Get "Player B" to obtain a book and quill and switch pages in it.
4. Take note as to whether "Player A" can hear the "minecraft:item.book.page_turn" ("Page rustles") sound or not.

Observed Behavior:

The "minecraft:item.book.page_turn" sound cannot be heard by other players when switching between pages in books held in the hand.

Expected Behavior:

The "minecraft:item.book.page_turn" sound would be able to be heard by other players when switching between pages in books held in the hand.
