Crack Carvers were added in 21w08a:
"Cracks can now be found carved into the ground" can be found in the patch notes here 21w08a Patch Notes

Since then there was no announcement about crack cavers getting removed in any patch notes or on twitter.
Expected behaviour
Crack carvers would generate normaly
Observed behaviour
No Crack Carvers generate
