/randomTickSpeed won't work

      This is not the first time I've had this issue, but this is the first time I haven't been able to fix it. I'm hosting a realm. I'm using optifine launcher (I don't know if that matters). Initially, when I began the realm, /randomTickSpeed worked as intended, but a couple days in it just stopped working. The chat message still posted, showing tick speed was successfully changed to the number we input in the command (i.e "/gamerule randomTickSpeed 500)" chat shows: 'Gamerule randomTickSpeed is now set to: ...'). The first two times, it was fixed by closing the realm for 5 minutes and opening it back up, then the command worked again. This time, after closing and reopening the realm the command still did not work. However, after a crash 5 mins post-restart, all the grass and vines and everything were fully grown when I reentered the realm. Is this a chunk loading issue? Client side? It's the only command I've had issue with thus far.
