Repeater activating by following Pictures.

I made this redstone line in the "screenshot 127" (The comparator is activated by item frame and the signal streght is 1) . but when i place a "block" in the redstone like in "screenshot 128" to make the redstone line not connected, the repeater still activate.

And when i break and replace the repeater in the same place and same direction, now it won't activate ("screenshot 129" and "screenshot 130") .

And also I think it only happen if the redstone power coming out from the comparator is 1. But im not so sure about this one
