Description:
Azalea trees can generate on top of other trees with expected behavior still being present, linking it to a Lush Caves biome.

Expected Behavior:
Azalea tree overrides the tree below it and generates on the surface level.

Observed Behavior:
Azalea tree generates in the leaves of another tree.

Steps to Reproduce:
Generate a world with the seed listed and travel to the coordinates listed

World Seed: -8718622960759467126
Coordinates: 182, 81, 625

Notes:
It seems to be relatively rare as this is the first instance of this issue I've run into.
