Enderman bypass Worldborder

Steps to Reproduce:

Create a flat world
Use /worldborder
Summon an enderman, place water and make the enderman hit it.

Observed Results:
The enderman will teleport out of the border

Expected Results:

The enderman should not bypass it, instead teleport to the max limit
