The Bug:

Snow blocks from snowy biomes can occasionally generate in caves.

Steps to Reproduce:

• Enter the following seed and coordinates.

• World Type: Single Biome, Snowcapped Peaks
  Seed: -6352970218457162044
  Coordinates: /execute in minecraft:overworld run tp @s 250.73 16.56 203.89 24.92 8.15

• →  Notice how snow blocks from snowy biomes can occasionally generate in caves.

Expected Behavior:

The expected behavior would be that snow blocks from snowy biomes cannot generate in caves.
