The Bug:

Large groups of blocks can occasionally spawn floating underground.

Steps to Reproduce:

• Create a world with the following seed and teleport to the following coordinates.

• Version: 21w44a
  Seed: 8731922480704591603
  Coordinates: /execute in minecraft:overworld run tp @s -1129.71 -24.80 -1025.31 746.89 26.12

• Take note as to whether or not large groups of blocks can occasionally spawn floating underground.

Observed Behavior:

Large groups of blocks can occasionally spawn floating underground.

Expected Behavior:

Large groups of blocks would not be able to spawn floating underground. Instead, they should have some kind of support or not generate altogether.
