Ocean aquifers don't generate seagrass, unlike underwater carvers did previously

      Aquifers generated below oceans don't generate seagrass, even though underwater carvers (below oceans) used to do so. Flooded carvers were removed in favor of aquifers, but as consequence seagrass no longer generates in these caves.

      Yes, this might be intentional as per the fix of MC-216967 (which is not fully fixed btw), but as said, this was not a bug in the first place (except maybe kelp), seagrass was able to generate on flooded caves in 1.17. It now only generates when the cave floor is exposed to the sky on oceans.

      How to reproduce

      1. Create a world and go to an ocean.
      2. In spectator, try to find aquifers below the ocean floor.
      3. You'll see how seagrass is no longer able to generate.
