The Bug:

Dirt is still able to generate below y level 0.

In the Minecraft 21w07a Snapshot Article, it was mentioned that dirt should not be able to generate below y level 0, however, it's still able to.

Steps to Reproduce:

• Enter the following seed and coordinates.

• Seed: 1938601533716763858
  Coordinates: /execute in minecraft:overworld run tp @s 5015.02 -3.06 -2165.39 -1222.17 2.60

• →  Notice how dirt is still able to generate below y level 0.

Expected Behavior:

The expected behavior would be that dirt is not able to generate below y level 0.
