The Bug

Pillager Outposts on jagged peaks, groves, snowy slopes & frozen peaks spawn very little to no pillagers. I'd assume this is because pillagers can't naturally spawn on packed ice, snow blocks or snow layers

Reproduce

• Create a single biome snowcapped peak
• Do /locate pillager_outpost
• Travel there
  Notice little to no Pillagers
• Create a single biome world that generates outpost that isn't snowcapped peaks (like snowy tundras)
• Do /locate pillager_outpost
• Travel there
  Notice the many Pillagers

Expected Result

Pillagers would be able to spawn on Snowcapped Peaks while in an outpost
