Major frame time spikes when crossing chunk borders

      When crossing chunk borders I experience harsh spikes in frame time, which are visible in the Alt + F3 graph. These spikes occur every time without fail. They seem to happen everywhere whether I'm in the sky, on the surface, or underground. However, I've noticed the spikes are significantly worse on the surface compared to when I'm underground. For some reason I experience extremely poor performance on the surface (between 60-120 FPS) compared to when I'm underground or tunneling (between 800-1200+ FPS), which is a bit strange as I'm running one of the most high end setups available. Below I've provided a screenshot of how the spikes appear in the frame time graph along with my PC specs. I've also included a screenshot of my task manager which shows I'm getting incredibly high CPU usage, which I've never experienced in prior versions of MC.
