Description:

**Whenever the user releases the F3 key while the game is unpaused, the F3 menu is toggled. This also works whenever the user repleases the F3 key while the game is unpaused after they have pressed and held it while the game was paused. While the game is paused, the F3 menu cannot be toggled by releasing the F3 key.

Steps to reproduce:

1. Pause the game by pressing ESC or F3+ESC (f3+esc only works in single-player).
2. Press and hold down the F3 key.
3. Unpause the game by pressing ESC.
4. Now release the F3 key.
