Command: /item replace entity ItsDuck container.0 with minecraft:sea_lantern 2

If I replace one of my hot bar slots with any item and set the command block to repeating and when I place down that block in survival mode, The item count goes down. When I run out of blocks, I am still able to place blocks. They won't even show up in my hotbar.
