Dead Coral Fans cannot be placed on the underside of blocks

      You cannot place Dead Coral Fans (or Coral Fans underwater) on the underside of blocks.

      I was expecting that coral fans could be placed on all sides of blocks.

       

      Steps to reproduce:

      1. Attempt to place Coral/Dead Coral fan on the underside of a block
      2. Observe the coral fan does not place
