When entering the end without a portal, end gateways from outer islands do not place/remove blocks around, causing a hazard of suffocating or falling into the void.

Steps to reproduce:
1. Use /execute in minecraft:the_end run /tp ........ ~ ~ ~
2. Go to the outer islands (not killing the dragon should be a 100% way to reproduce this)
3. Find an end gateway (it can take long to find one)
4. Travel through
5. → You can fall (even into the void) or you can spawn inside blocks
