The Bug:

The "Open Pack Folder" button displays its hover text regardless of the position of the cursor.

Steps to Reproduce:

• Navigate to your options.
• Navigate to the resource packs menu.
• Hit the TAB key twice in order to focus the "Open Pack Folder" button.
• →  Notice how the "Open Pack Folder" button in the resource pack menu displays its hover text regardless of the position of the cursor.
• Navigate to the singleplayer menu.
• Click on the "Create New World" button.
• Now click on the "Data Packs" button.
• Hit the TAB key twice in order to focus the "Open Pack Folder" button.
• →  Notice how the "Open Pack Folder" button in the data pack menu displays its hover text regardless of the position of the cursor.

Information:

This issue is inconsistent with buttons within other menus. For example, navigate to your video settings and focus the "Graphics" button through the use of the TAB key and notice how the button's hover text is only displayed if the cursor is held over the button.
