"Chat not allowed by account settings. Cannot send message" when trying to open chat.

In-Game chat settings set to "shown"

account.xbox settings:

• XBox One/Windows 10 Online Safety settings all set to "Allow"
• Privacy settings "You can communicate outside of Xbox Live with voice & text" set to "Allow", interactions from account owner set to "everyone"; others set to "friends"

Removing account from launcher does not fix the issue, issue only occurred since migration to microsoft account, occurs on all multiplayer servers.
