Creeper's explosion damage goes through blocks, even in completely closed area.

      For whatever reason if Creeper explodes, the damage it deals is going through blocks.

      Reproduce:

      1. Disable mobGriefing gamerule

      2. Use command "/summon minecraft:creeper ~ ~ ~ {ExplosionRadius:20b,ignited:1b,Fuse:200s}" when you are in the caves

      3. Go to Spectator mode to go inside blocks

      4. The explosion damage goes through blocks, even if this is a completely closed area.
