Breaking a block near the world border causes it to drop around the "block" instead of it's center.

Steps:
1. Travel to the world border
2. Place a block surrounded by other blocks / Place a torch
3. Break the block
4. There's the chance it might drop inside other blocks, pushing it / Spawn outside of it's area

I was able to reproduce this issue in servers too.
