When you summon a falling sea pickle(/summon falling_block ~ ~ ~ {Time:1,BlockState:{Name:"sea_pickle"}}), it is always waterlogged when it falls to the ground.
It is still waterlogged even if you set its waterlogged property to false(/summon falling_block ~ ~ ~{Time:1,BlockState:{Name:"sea_pickle",Properties:
{waterlogged:false}}}).
The same for conduit, kelp, seagrass, coral and coral fan.
