There is unexpected underwater grass.

What I expected to happen was...:
No grass under water. Since it can be alone without link to other grass surface, it seems to be a generation issue.

What actually happened was...:
I found grass under water

Steps to Reproduce:
1. Check earth blocks at a depth of 1. It's seems frequent.
