No cheats needed to open a world to LAN, but needed to perform /publish?

      If I want to open my world to LAN in a single-player world, I do not need to have cheats enabled. This has always been the case. However, I would like to be able to specify which port I am opening to, for ease of port forwarding and such, and I've found that I need to have cheats enabled in order to run the `/publish` command in my world. This command performs the exact same thing "Open to LAN" does, so why can I not just use it? If this is for security reasons, why not just allow the creator of the world to always be able to run it even if the world has no cheats enabled? I want to be able to run `/publish` without losing my achievements and such
