In creative mode, unenchantable items (like dirt and cobblestone) can be enchanted using an enchanting book on an anvil. Items can also be enchanted with incompatible enchantments (for example enchanting a diamond sword with protection or efficiency.) This can only be done when using an anvil, and not when using /enchant or an enchanting table.
