Azalea tree spawns in the middle of the ocean

      In the pending 1.18 experimental snapshot, I found an azalea that directs to a Lush Caves biome in the middle of the ocean. This seems like it shouldn't happen, because it doesn't make sense to find a tree in the middle of the ocean.
