While slaying mobs, I have occasionally noticed picked up a 0 durability item from a mob drop. I can confirm this with Skeletons using bows. I have picked up a 0 durability golden sword, likely from a Zombie Pigmen. I believe this is also affected in 1.16.5, though oddly I had been unable to add this to the "affected versions"
