The <seconds> parameter in /effect now represents ticks instead of seconds

      I encountered This While Building An Adventure Map.

      I Was Applying The Saturation Effect So The Player Doesn't Starve To Death

      I Forgot To Apply The <seconds> Parameter, But Instead Of Lasting For 30 Seconds, It Lasted For Roughly A Second (30 ticks) so i tested, and it is true.

      How To Reproduce :

      1. Create A New World With Cheats On.
      2. Type /effect give @s <any effect here> 600 into the chat.
      3. instead of giving you said effect for 600 seconds, it gives you the effect for 30 seconds. (600 ticks)
