The Bug:

The player experiences stutters when placing/breaking blocks on large one block tall platforms.

Steps to Reproduce:

1. Create a new world using the "The Void" superflat customization.
2. Teleport away from the stone platform and summon a two block tall platform of blocks along with a one block tall platform of blocks by using the commands provided below.

   /tp @s 1000 ~ 1000

   /fill ~3 ~-1 ~3 ~100 ~-1 ~100 minecraft:diamond_block

   /fill ~-3 ~-1 ~-3 ~-100 ~-2 ~-100 minecraft:gold_block

3. Press F3+ALT to enable the debug graphs.
4. Break and place some blocks on the two block tall platform and take note of how no stuttering occurs.
5. Break and place some blocks on the one block tall platform and pay close attention the debug graphs as you do this.
6. Take note as to whether or not the player experiences stutters when placing/breaking blocks on large one block tall platforms.

Observed Behavior:

The player experiences stutters.

Expected Behavior:

The player would not experience stutters.
