The player experiences stutters when placing/breaking blocks on large one block tall platforms

The Bug:

The player experiences stutters when placing/breaking blocks on large one block tall platforms.

Steps to Reproduce:

• Create a new world using the "The Void" superflat customization.
• Teleport away from the stone platform and summon a two block tall platform and a one block tall platform.

• /tp @s 1000 ~ 1000
  /fill ~3 ~-1 ~3 ~100 ~-1 ~100 minecraft:diamond_block
  /fill ~-3 ~-1 ~-3 ~-100 ~-2 ~-100 minecraft:gold_block

• Press F3+ALT.
• Break and place some blocks on the two block tall platform.
• →  Notice how no stuttering occurs.
• Break and place some blocks on the one block tall platform and pay close attention as you do this.
• Take note as to whether or not the player experiences stutters when placing/breaking blocks on large one block tall platforms.

Observed Behavior:

The player experiences stutters when placing/breaking blocks on large one block tall platforms.

Expected Behavior:

The player would not experience stutters when placing/breaking blocks on large one block tall platforms.
