      The Bug:

      Bedrock can be exposed to the air when structures generate nearby.

      Here is an example:

      Version: 1.20.1
      Seed: -2284214782727173621
      Coordinates: /execute in minecraft:overworld run tp @s 22229.30 -57.00 -5873.44 -1596.78 44.25

      Steps to Reproduce:

      1. Generate a world with the seed provided above and teleport to the given coordinates.
      2. Observe your surroundings and look at the bedrock closely.
      3. Take note as to whether or not bedrock can be exposed to the air when structures generate nearby.

      Observed Behavior:

      Bedrock can be exposed to the air when structures generate nearby.

      Expected Behavior:

      Bedrock would not be able to be exposed to the air when structures generate nearby.
