This crash occurs from some datapacks that modify world/structure generation. The stack trace specifically references structure generation. If a player loads one of these bad chunks, the server will crash. If that player tries to log in around these chunks, they will be kicked with an "Internal server error". If you try removing certain datapacks, the issue for one chunk may be fixed, but other packs that modify/add structures can cause the problem in other chunks.

      Log: https://pastebin.com/T9ui4cV1

With the seed held constant to be able to check the same chunks, I noticed that this error occurs even on a fresh world with the same datapacks but does not occur if none of the packs are present. I have reported the issue to the datapack authors as well, but given that this happens with different packs from different authors I also have reported it here too. I noticed MC-227387, but this is a different error and not on 1.17.1.

      Steps to reproduce:

Given that world generation is varied and these issues are hard to notice unless you are generating large amounts of chunks, my steps are specific to reproducing this same error. I am aware of other users with other datapacks who have had a similar error, but I don't have the same setup as them.

      1) Set seed to -306915892102643578 in server.properties
      2) drop the attached packs into /world/datapacks (these are just for this example)
      3) Join server and do /tp 7248 90 -7840 (this is the coordinate location of the chunk in the attached log, [453, -490])
      4) crash, and optionally try joining again to see it fail again
