If your fps are low, the animation of the spyglass will look choppy and appear to stutter.

Steps to Reproduce:

1. Set max FPS to 10
2. Get a spyglass, and use it

Expected Result:

The animation would still appear as smooth as it can.

Observed Behavior:

The spyglass zoom animation appears choppy, and stutters.
