After downloading and opening the Minecraft 1.17.jar server file to host a dedicated server, An error on install occurs, prompting with an error message of " Error: A JNI error has occurred, please check your installation and try again" inside a Java Virtual Machine Launcher error window - This is a fresh install of the Minecraft 1.17 dedicated server .jar file. as well as completely up-to-date version of Java.
