The spectator mode block rendering might be broken

What I expected to happen was...:
It is very tricky to say what happened, but I wasn't expecting the blocks from the surface rendering.

What actually happened was...:
The blocks from the surface rendered in such a bizarre way that startled me.

Steps to Reproduce:
1. Create a new world
2. Switch to spectator mode
3. Go underground and look above
