The Bug:

Axolotls don't attempt to pathfind to waterlogged blocks.

Steps to Reproduce:

1. Build the setup shown in the attachment below. setup.png
2. Spawn some axolotls on the diamond blocks, wait for around thirty seconds, and observe their behavior closely.
3. Take note as to whether or not axolotls attempt to pathfind to waterlogged blocks.

Observed Behavior:

Axolotls don't attempt to pathfind to waterlogged blocks.

Expected Behavior:

Axolotls would attempt to pathfind to waterlogged blocks.
