Zombies are more of an overworld mob because they only spawn in the overworld

however in the image below it is rare for zombies to spawn in the Nether Wastes but they're more of an overworld mob and they're not intended to spawn in the Nether IS IT

I don't think they (rarely) spawn in Bedrock Edition
