This effects multiple versions, I've tried it with anything above 1.12.2. Basically if I have the option 'Open output log when Minecraft: Java Edition starts', the log window that opens, only shows 6 lines, regardless of the size of the window. It's been a issue for a few months for me, though I'm not sure if it's specifically me, or widespread.
