Withers drop stars, even with empty loot table

      Withers that are spawned in with an empty loot table still drop nether stars.
       

      How to reproduce this bug:
      1) /summon wither ~ ~ ~ {DeathLootTable:"minecraft:empty"}

      2) Kill the wither
      3) Pick up nether star.
