Setting noise caves to true in a datapack causes all caves in an ocean biome to be generated with an ocean floor

      I was experimenting with a datapack that only generates noise caves and aquifers on worlds with 256 layers and I noticed that in ocean biomes the caves are generated with the sea floor.

      To reproduce

      1. Install the datapack attached
      2. Run the command /locatebiome lukewarm_ocean (or deep_ocean)
      3. Go into spectator mode and observe the ocean floor generated in the caves.
