The Bug:

Silverfish can infest blocks in spawn protection.

Steps to Reproduce:

1. Start a server, join it, give operator permissions to yourself, and switch into creative mode.
2. Set the world spawn to your current location and summon a large area of deepslate below your feet by using the commands provided below.

   /setworldspawn ~ ~ ~

   /fill ~5 ~-1 ~5 ~-5 ~-1 ~-5 minecraft:deepslate

3. Remove your operator permissions and grant anyone else with them in order to activate spawn protection.
4. Summon some silverfish at your position by using the command provided below several times in the server console.

   /execute at @p run summon minecraft:silverfish ~ ~ ~

5. Wait around twenty seconds and watch the silverfish closely.
6. Take note as to whether or not silverfish can infest blocks in spawn protection.

Observed Behavior:

Silverfish can infest blocks.

Expected Behavior:

Silverfish would not be able to infest blocks.
