This issue relates to and potentially clones MC-153661.

Villagers still ring floor bells in the wrong, often impossible direction. This is caused by partial blocks (e.g. beds) being in their way but them still being able to access them.

The way to reproduce this is to place a bell that can either ring north or south. They will ring it northwards if you put a glass block on the south side and a bed on the north side. The player can only ring this bell southwards.

Not sure if this issue was fixed and reintroduced or was never fixed at all.
