Chunk-loading issues persist

      Relates to MC-224986, but not a duplicate; the mentioned ticket is only about chunks generating for the first time.

      While MC-214808 and MC-214898 were marked as fixed in 21w18a, the issue still persists (at least to some extent). (I am not entirely sure which issue is the problem, or if it is both. I believe it is the former, but I may be mistaken.)

      The underlying issue seems to have been greatly improved, but there is still evidence of this bug which cannot be seen to such an extent in 21w05b. I loaded my world, and when I logged in there were no chunks around me except for the one I was in even though I had already generated The End. At first I thought I was experiencing MC-223350, but the chunks are not loading at all, let alone not rendering. I was able to move around and the chunks were still not loading. This occurred in the overworld and The End.

      This may be the underlying cause of MC-225061 as this issue occurred in the same world as said issue. Though it may be unrelated.

      Attached is a force-crash report.

      I had already force-crashed when I experienced this, though it said "Saving world" before the game closed. My render distance was set to 16 and 17 while experiencing this bug.
