Unlike other mobs, they just act like statues when they have nowhere to move. They only turn to look at a player or another mob. A list of mobs I've noticed this behavior with are: Piglins, Piglin Brutes, Hoglins, Zoglins, Goats and Bees. For Bees, they need to be entirely surrounded by blocks to recreate this.
