i applied the glowing effect to all my villagers for 1 second and its been way more than 1 seccond since they had it i even tried to remove the effect with the command and re log and it didnt remove the effect

effect give @e[type=minecraft:villager] minecraft:glowing 1 1

effect clear @e[type=minecraft:villager] minecraft:glowing 1 1

what should happen: the villager should have the effect for 1 second

what does happen: the particles of the effect and the effect itself go away but the villager still renders as if it has the effect
