      Similar to MC-53434 and MC-63578

      Issues:

      It is possible to place blocks outside of the world border using full blocks that are inside the world border (attachment below)

      Expected:

      Blocks shouldn't be placed out of the world border...

      Note: Blocks can only be placed out of the world border if they are adjacent to a block inside the border, meaning the player can only place 1 block out into the border.
