      The bug

      Endermen won't teleport regardless of the light level if their feet are inside a solid block.

      Steps to reproduce

      1. Place a block in daylight
      2. Use /summon to summon and enderman inside that block (same coordinate)

      -->  The enderman will never teleport unless damaged.
