when using either command blocks or commands, when you set the last block of the end portal using them, it does not create the end portal

I have already tried all orientations. if you look closely at the video you will see a light glare on the texture of the eye that shows them all going the same way. Because of the 10 MB limit video size, I couldn't show that if you that:
1. This is in fact the correct orientation of the portal frame and
2. that placing the portal frame a different way results in a different glare on the eye.
